국민ㆍ영구임대주택 정책효과 분석: 임대료부담 완화와 주거만족도 개선효과를 중심으로

초록

Although the government attempts to provide a public welfare on public rental housing, there is still many age and income groups that need relevant public support. We measure the effects of public rental housing according to different regions and life cycle. We distinguish the effect of public rental housing into two parts; a monetary effect via rent reduction and psychological effect via improved satisfaction on housing. We measure the rent reduction by estimating the additional cost if the household in public rental housing were living in the private rental house with similar types. Adopting the propensity score matching method(PSM), we measure the relative improving effect of the housing satisfaction from the sample group selected by PSM. As a result, we find that improved welfare in non-metroplitan area is lower than metropolitan area which implies household living in public rental housing in metroplitan area shows a much more satisfaction than those in-non-metroplitan area. We find no improvement effect in housing satisfaction for age group of 20s-30s which implicates that the current public housing policy should consider to improve the lower satisfaction in age group of 20s-30s.
