TV방송의 디지털 전환과 여유 주파수의 경제적 가치

It is expected that TV band spectrum will be available for other uses because digital TV broadcasting technology is very efficient and analogue TV broadcasting is going to be terminated in the near future. The purpose of this study is to empirically estimate the economic value of TV band spectrum. For welfare analysis, we compare the broadcasting industry with the mobile communications industry. The empirical results show the followings. GDP or value added of Korea will be larger for the spectrum use in mobile telecommunications industry than that in broadcasting industry. Using 54 ㎒ TV band spectrum for mobile communications industry, we will increase GDP by about 39.5 trillion won. In the aspect of consumers’ benefit, consumer surplus will increase by 2.2 trillion won. The economic value of 54 ㎒ TV band spectrum available for spectrum auction is estimated to reach 5.68 trillion won. This study makes significant contributions in that the empirical results of this study hinted how important the efficient use of TV band spectrum will be.
