AHP 기법을 사용한 골목형 상점가 활성화 방안에 관한 연구: 인천광역시를 중심으로

The government and local governments’ support policies for small business owners have been focused on registered merchant associations in th traditional market in accordance with relevant laws and regulations. This can be stipulated as a very limited support given that merchants belonging to the traditional market merchant association account for 7.37% of a small business owners. As the related laws were revised in February 2020, merchants in alley-type shopping streets are now able to benefit from government and local government support. The purpose of this study is to develop indicators of activation of alley-type shopping streets to present practical implications in establishing support policies for the government and local governments. To this end, a review of the indicators for revitalization of small business owners used in previous studies and discussions of experts active in the Incheon area developed an indicator for activation of alley-type shopping streets, and survey data were collected for merchant associations scattered in the Incheon area. As a result of data analysis, it was found that there are differences in factors that should be primarily supported for revitalization of commercial districts according to the shopping streets of each region in Incheon Metropolitan City. Based on this analysis result, this study presents practical implications for the government and local governments to establish support policies for revitalizing small businesses in Incheon. In addition, it provides academic implications in that it has confirmed that the pairwise comparison based on hierarchical connection between the upper and lower levels of comparison factors is an effective method in improving the response consistency of the analytic hierarchical process (AHP) used as a measurement model.
