This study examines the long-term economic feasibility of steel modular school facilities under different relocation strategies, using life cycle cost (LCC) analysis that excludes end-of-life costs. A 32-classroom expansion case at an elementary school in Daejeon serves as the basis for evaluation from two stakeholder perspectives: the school operator and the modular unit owner. Ten scenarios were assessed. Results show that relocatable modular models (RM) generally outperform permanent reinforced concrete models (PM), with RM1-1 and RM2-3 achieving the lowest LCCs by aligning relocation timing with major repair cycles. Sensitivity analysis, covering discount rates from 0 percent to 7.5 percent, confirmed the economic advantage of RM models, with RM1-1 remaining the top choice even at the standard public evaluation rate of 4.5 percent. In contrast, PM models ranked lower due to repeated construction costs. These findings suggest that flexible relocation strategies aligned with demographic shifts improve long-term cost efficiency and help retain asset value. RM models, especially when timed strategically, offer a strong alternative to traditional school construction in dynamic educational settings.
