We demonstrated a non-volatile silicon-based optical phase shifter employing a graphene transparent electrode and an Al2O3/HfO2/Al2O3 flash MOS stack, exhibiting stable charge trapping and distinct optical bistability for programmable photonic integrated circuits. © Optica Publishing Group 2026 © 2026 The Authors.
