The objective of this research was to investigate the effect of saturated water in concrete cylinders on the mechanical properties (compressive strength and static elastic modulus) and two types of ultrasonic pulse wave velocities (UPV; P- and S-waves). For this purpose, a total of one hundred concrete cylinders (100×200 mm) were fabricated with five different mixing proportions and water-to-binder ratios of 0.54, 0.52, 0.46, 0.35, and 0.31. The variation of dynamic properties of concrete (dynamic Poisson’s ratio and dynamic elastic modulus) in the two standard dry conditions (oven dry and saturated-surface dry) was investigated by measuring the P- and S-wave velocities of concrete. In addition, the two static mechanical properties of concrete (compressive strength and static elastic modulus) were measured by uniaxial compressive testing according to ASTM C469/C469M-14. Based on the test results, this study proposes approximate numerical formulas linking the two static mechanical properties (compressive strength and static elastic modulus) and the two ultrasonic wave velocities (P- and S-waves). The effect of the saturated water on the relationship between static and dynamic elastic moduli of concrete, and the compressive strength and the two UPV waves are also discussed.
