엘리트스포츠 성공요인의 이론적 탐색 및 정책적 고찰

초록

The aim of this paper is to theoretically review factors leading to elite sporting success with a focus on sport policy factors and analytical frameworks at the meso-level. This study was conducted in a three serial stages: first, the article reviewed a global context of the theoretical and methodological investigation related to a variety of factors determining elite sporting success (development) or elite sporting performance;second, the article explored policy factors and framework leading to elite sporting success in a western context at the meso-level; and third, following the discussion on similarities and differences of policy factors and policy analytical frameworks developed and identified by different researchers, theoretical and policy implications for analysing elite sport policy development were drawn. The theoretical implications drawn in terms of conclusion are as follows: Reflecting the fact that, in spite of a considerable similarity between policy factors and policy analytical frameworks identified by different researchers, differences are found, the necessity of developing a theoretical and analytical framework which meets a domestic context is raised. And, the policy implication is as follows: an explanation for the considerable similarity and difference found between different policy factors and frameworks is policy learning or benchmarking among different nations. This means that many countries pay attention to mostly agreed policy factors in order to lead to elite sporting success in international sporting competitions. In this regard, in order for Korea Sports Council to continuously achieve and sustain its target for a position within the top 10places in the Summer Olympic medal table in terms of elite sport development, if the KSC develops performance indicators for measuring outcomes and performance of national governing bodies of sport based on the policy factors and policy frameworks, it might be ranked as a more advanced policy development system.
