There have continuously been plans to operate urban underground roads in South Korea to alleviate traffic congestion and make ground space pedestrian-friendly. Increasing road capacity through three-dimensional utilization of road space is required to overcome the limitation of planar space. However, operating underground roads necessarily requires the connection between ground and underground roads, which leads to additional traffic congestion and conflicts between different traffic flows. This study analyzed traffic operations strategies to improve mobility and safety at the merging area on underground roads based on microscopic simulations. Simulation scenarios include the lane change allowance and heavy vehicle restrictions on the underground road, metering technique for entering vehicles, and a baseline without traffic management strategies. The results showed that the operation of metering on the ground road led to the highest increase in average speed (5.44km/h, 12.65%) and throughput (84veh/h, 0.99%) in the merging area, compared to the baseline. Analysis of variance (ANOVA) and post-hoc tests were conducted to evaluate the significance of the improvement effect, which suggested that metering operation enhances the mobility performance in terms of average speed. Next, the results of conflict analysis found that the total number of conflicts in the merging area decreased by 744 (29.25%) due to the implementation of metering. The outcomes of this study are expected to support the establishment of a traffic operation strategy to improve the operational efficiency of urban underground roads.
