The Korean government plans to soon introduce a license system for allocating the use of the radio spectrum. Accordingly, a license charge is also going to be introduced. This study proposes a reasonable approach for setting the radio-spectrum usage fee for fixed-links microwave relay. For this purpose, we attempt to measure the opportunity cost of using the radio spectrum in the 4GHz band. The opportunity cost is measured as the cost of a least-cost alternative for the use of the radio spectrum. The least-cost alternative involves moving the radio spectrum to an upper band. The opportunity cost of the radio spectrum amounts to 2–6.8 times the current spectrum usage fee in Korea. Our policy recommendations for the imposition of the radio spectrum usage fees are as follows. First, usage fees should be imposed on the links rather than on the radio stations, and fees should be proportional to the amount of radio spectrum used. Second, the band should be classified in detail, and price gaps across the band should be narrowed. Third, service factor should be applied carefully, and sharing and environment factors should not be used in the formula. Fourth, a minimum path length should be specified in the formula. Last, area factors might be introduced to reflect spectrum congestion in some regions.
