Employment of Disabled Workers: Test of a Model of Planned Behavior

초록

Purpose: The present study is aimed to systematically understand an employer’s proactive efforts toward employment of the people with disability, by drawing on the Theory of Planned Behavior (TPB), from the supplier-demand perspective of employment. Method: The authors conducted factor analysis, hierarchical, and logistic regression analysis with data from the Survey on the Disabilities collected by the Institute for the Disabled in 2022. Results: The most critical factor affecting an employer’s intention of additional employment toward the people with disability was such an attitudinal factor as the relationship between the disabled and the non-disabled workers, not as concerns about competency of the disabled workers or hiring cost. Unexpectedly, a normative factor such as an employer’s perception of social responsibility was not critical. Implications: The employment of the people with disability needs to be considered from the two directions: government should provide the companies with the statutory rate of employment with benefits; on the other hand, companies should attempt to improve the relationship between the disabled and non-disabled workers at workplace.
