복합제품시스템 관점에서 본 중국형 우주개발의 특성과 정책적 시사점: 중국의 인공위성 개발 과정을 중심으로

초록

This research investigates the Chinese satellite industry from complex system view which has not been deeply analyzed. For more strategic analysis, I divided Chinese satellite into three different groups(remote sensing satellite, telecommunication and navigation satellite, S&T experiment satellite) and analyzed each group from three different view(supply, demand, policy). I thoroughly reviewed literature issued by many different related institutions from all over the world. Additionally, I conducted numerous in-depth interviews with satellite experts from China and Korea. As a result, I was able to find out Chinese satellite has realized technology innovation in many areas with sound support from R&D organization and rich domestic needs from different ministries. From policy point of view, in spite of huge damage by ITAR regulation, Chinese satellite succeeded to develop advanced satellite by cooperating with third party. Lastly, I was able to find out the patterns and trend of Chinese satellite development has been changed. In case of remote sensing satellite, they become much more integrated compare to function and ministry oriented in the past. In case of telecommunication and navigation satellites, they become 100% independently developed because of ITAR regulation and national security issues. Furthermore, Chinese S&T experimental satellites are becoming pioneers in quantum communication, space breeding, black hole research and cube set satellites by conducting extensive international cooperation.
