EU 확대와 제 3국 보상문제

초록

The enlargement of EU is expected to encourage free trade and investment in the world market by channeling expanded EU and other RTAs that EU has established. However, the EU enlargement partly increases import barriers to third parties because new members have to adopt the Common External Trade Policies. As far as Korea is concerned, there are substantial numbers of HS lines of which tariff rates are increased as major Eastern European Countries like Poland, Hungary join EU. According to relevant GATT Articles, a compensation negotiation is possible among the Customs Union and affected countries. In view of the previous cases of compensation negotiation and GATT panel reports, there are some issue which could pose difficulties in the initiation of compensation negotiations, including the concept of principal suppliers, substantial interests. Also, there exists a disagreement regarding automatic application of anti-dumping measures to the markets of new members.
