일본의 ‘자유롭고 열린 인도･태평양’(FOIP) 구상하의 ‘한국 패싱’론 분석 ― 일본･한국, 일본･호주, 일본･인도 안보 교류실적 비교 분석을 중심으로 ―

초록

The concept of Free and Open Indo-Pacific (FOIP), which supports basic values such as liberal democracy, rule of law, and market economy has become an important yardstick in Japan's diplomacy. However, as the Indo-Pacific strategy began in earnest, the relative importance of South Korea as a partner of Japan's security cooperation diminished. This raised a suspicion that Japan engaged intentionally in “Korea passing.” The present study aims to verify this so-called “Korea passing” through comparison of Japan-Australia, Japan-India, and Japan-South Korea military exchanges. From the analysis, we reached to three conclusions. First, the declining importance of South Korea in Japan's security strategy is due more to the history conflicts, rather than linked to Japan's Indo-Pacific strategy. Such decline can be justified by the “value diplomacy” aspect of FOIP. Second, the perception of the Japanese government and the public toward South Korea,-which is South Korea cannot be seen as a nation that shares universal values, will serve as an important factor in the Japan-Korea relationship in the future. Third, from the perspective of multilateral exchange, South Korea is not marginalized. Considering the continuation of multilateral cooperation including the United States, there is a possibility that Japan-South Korea security relations will recover with resilience in the near future.
