A Theoretical Analysis of the Economic Effect of Spectrum Reallocation

초록

This paper theoretically analyzes the economic effect of 'spectrum reallocation,' which means that the government retrieves some portion of high-quality spectrum bandwith from the first entrant in mobile telecommunication market and reallocate it to the late entrant. This reallocation makes the marginal cost and service quality of the first entrant higher and lower respectively, and does those of the second entrant lower and higher respectively. The results of this paper can be summarized as follows. First, if the mean preserving spreads of the marginal costs and service qualities between the two mobile operators decrease in the horizontal differentiation model, all of social welfare, consumer surplus, and industry profit will decrease. Second, the same thing happens in vertical differentiation model if the mean preserving spread of marginal costs declines. If the mean preserving spread of service qualities goes down, however, consumer surplus increases but industry profit decreases, and so social welfare is not clear to go up or down. The policy implication is that the efficiency improvement is necessary for decreasing the asymmetry between the operators to result in the increase of social welfare.
