LDA 토픽모델링을 활용한 중국 문화산업 정책의 트렌드 고찰(2003-2023): 정책도구 관점을 중심으로 한 탐색적 접근

초록

This study aims to examine the overall trends in China’s cultural industries policies and the differences in policy orientations across regions. Utilizing the LDA topic modeling technique and Rothwell & Zegveld’s policy tools framework, a systematic analysis was conducted on 2,362 key cultural industries policy documents issued by central and local governments since the promulgation of China"s first dedicated cultural industries policy. As a result, 25 policy topics were identified and categorized into policy tools based on three dimensions: supply, demand, and environment. These include ‘Provision of Production Factors’, ‘Content Upgrades’, ‘Consumer Incentives’, ‘Expansion of Distribution Channels’, ‘Development Goal Planning’, and ‘Optimization of Industrial Ecosystems’. The findings indicate that the trends in China’s cultural industries policies exhibit distinct characteristic changes before and after the ‘12th Five-Year Plan’. While supply-side policy tools have continuously played a dominant role in the development of China’s cultural industries, demand-side and environment-side policy tools have not received sufficient attention. Additionally, there are significant regional differences. Coastal economic regions such as the Bohai Rim, Yangtze River Delta, and Southeast regions showed a pronounced advantage in supply-side policies, whereas the Northeast region demonstrated a unique focus on environment-side policies. Based on these findings, this study offers recommendations for optimizing China’s cultural industries policy tools, including balancing resource allocation, strengthening demand-side policies, and promoting cultural system reforms.
