Reassessing Organizational Responsibility in Workplace Violence Crises: Limitations of the Cross-Cultural Application of Situational Crisis Communication Theory (SCCT)

초록

This study aimed to empirically examine the limitations that emerge when applying Situational Crisis Communication Theory (SCCT), developed in Western contexts, to workplace violence cases in Korea. While Western frameworks typically regard workplace violence as individual deviant behavior, thereby attributing lower organizational responsibility, Korean contexts define workplace violence as abuse of power within hierarchical structures, making it difficult to assess responsibility separately from organizational culture. An experimental study conducted with university students revealed significant differences in perceived responsibility among crisis types classified as victim clusters in SCCT—natural disasters, rumors, and workplace violence. Furthermore, workplace violence showed no significant difference in responsibility attribution compared to accidents caused by technical factors. These findings suggest limitations in SCCT’s crisis typology and response strategies that fail to consider cultural contexts, and highlight the importance of reconsidering crisis type classifications based on attribution differences-an aspect that previous studies addressing SCCT’s limitations have overlooked.
