방송심의규제의 공정성 적용에 관한 연구: 2003∼2010년 방송심의결정 분석을 중심으로

초록

This study investigates controversial issues on the conduct and situation of fairness regulations applied on Korean broadcasting deliberation. And this research also analyzes different conducts of fairness regulations between the former and the present governments. The results indicated that the controversy on validity and accuracy of fairness regulations has begun as well as the number of the rule applied has been increased since 2008. The objectivity regulation mixed with fairness one has inclined to take sanctions against broadcasting programs for double violations. On account of ambiguity and abstractness of fairness itself, the level of rule accuracy has been inclined to be down. The most controversial issue in fairness regulations was numerical equal balance. This rule was forced to apply on even TV programs against government so that it is possible that the rule might give chilling effects to the watch dog functions of the press.
