초록
Will Japan be able to eventually revise its constitution as PM Abe wished? The Article 9 of the Constitution has long lost its substance as Japan has repeatedly made “reinterpretations” on it in order to enact new laws. In particular, the adoption of a new security law in 2015 has made Japan a socalled “normal state.” The study argues that despite changes in security norms and Abe's willingness to revise the Constitution, chances of revising the Japan’s constitution are slim. The suspension of the 2020 referendum law in parliament, the bifurcated Japanese political circles, and public opinion prove that “antimilitarism” still exist in Japan.
