도시재생사업의 주민 참여 수준 진단과 발전 방향에 관한 연구

초록

Background : In South Korea, active participation of citizens has become important as it has shifted from a central-led (Top-Down) to a local-led (Bottom-Up) urban regeneration project. There is a trend of promoting urban regeneration projects that can directly affect the lives of people. This study analyzes the level of resident participation in urban regeneration projects, and aims to provide basic data that can be used as a reference for establishing a system for resident participation in urban regeneration projects. Methods : This study analyzes the government policy and the residents' participation data of 104 projects by local governments through literature meta-analysis. The data for each local government are for residents' participation in the urban regeneration project requested by the Korean Information Disclosure Portal, and are minutes of public hearings, briefing sessions, and residents' councils. The requested data are divided into metropolitan and basic municipalities. After that, the characteristics of resident participation in urban regeneration projects and the level and form of resident participation are identified in four stages of project preparation, plan establishment, project implementation, and follow-up management, which are the steps to promote urban regeneration projects. Result : Both the metropolitan and basic municipalities showed high levels of participation in public hearings based on the Special Act on Revitalization and Support for Urban Regeneration, but the level of formal participation in residents' councils, meetings, briefing sessions, and reinforcement of residents' capabilities was shown. The residents' council, which is the representative organization of the residents, and the organization of the project promotion council and the promotion of the project showed a relatively active level of participation, but the participation of residents in the target area was insufficient. In the initial stage of the urban regeneration project, project preparation and planning, compared to the metropolitan area, the level of active participation was shown, such as contesting ideas and participating in planning development, but there were problems in collecting residents' opinions and administrative processing. Conclusion : This study analyzes the problems of urban regeneration projects by dividing the level of resident participation according to the stage into metropolitan and basic municipalities and identifying their characteristics. A follow-up study is needed on devising a practical way to participate in the entire process of urban regeneration projects.
