성향점수매칭(PSM)과 이중차분법(DID)을 활용한 정부 지원 경영컨설팅 사업의 효과 분석

초록

[Purpose] The government is operating a management consulting support project that utilizes management experts to solve management difficulties of SMEs. In this paper, we would like to verify whether such a management consulting support project has a practical effect on improving the management performance of SMEs. [Methodology] After matching the beneficiary companies and non－beneficiary companies of the government－supported consulting project through the propensity score matching (PSM) technique, the difference in the management performance of the beneficiary and non －beneficiary companies was analyzed using the difference in difference method (DID). Management performance was divided into financial statement items (sales, operating income, net income, total assets, liabilities, and equity) and profitability indicators (ROA, ROE, ROS). [Findings] First, it was found that all financial statement items (sales, operating income, net income, total assets, liabilities, and equity) increased statistically significantly at 1% level after consulting support for beneficiary companies compared to non－beneficiary companies. Second, among profitability indicators, ROA and ROE of beneficiaries increased more after consulting support than non－beneficiaries, but were not statistically significant. ROS increased statistically significantly at 1% level after consulting support for beneficiaries more than for non－beneficiaries. [Policy Implications] Sales and operating profit are very important items among the business performance indicators of SMEs. The results of this study that the consulting support project is effective in increasing the sales and operating profit of SMEs will help policy makers to establish consulting support business plans for SMEs in the future.
