Estimation of Spectrum Reassignment Fees for Mobile Communications: Focusing on LTE Services Bands

초록

In November 2020, Republic of Korea decided to reassign the ‘3G and LTE’ (hereinafter referred to as LTE) frequencies for a five-year period and announced the corresponding reassignment fees. At that time, the fees were calculated by reflecting past auction prices in accordance with the Radio Waves Act. This study aims to estimate the reassignment fees for each frequency band by combining economic and engineering approaches. First, the value per MHz of the LTE frequency was derived through the income approach using the Discounted Cash Flow (DCF) method, and its validity was examined through the estimation of the Cobb-Douglas production function. Next, the value of each LTE frequency band was derived using an engineering methodology where LTE traffic capacity is determined by the product of the number of cells, bandwidth, and spectral efficiency. In this process, spectral efficiency was applied differentially based on regional characteristics such as urban, suburban, and rural areas, and the final reassignment fee for each band was derived by calculating the traffic processing share of each band considering Carrier Aggregation (CA) technology. The reassignment fees obtained in this study were found to be lower than the reassignment fees announced by the government in 2020. However, The significance of this study lies in presenting a logical methodology for calculating frequency reassignment fees. In addition, it should be noted that the results of this study were calculated based on several strong assumptions due to data limitation
