한국 애니메이션 유통 활성화를 위한 방송발전기금 활용 타당성

초록

The widespread dissemination of media content is a critical reqirement for healthy development of content industry. The Korean Animation Cap has been enforced since July 2005 for the purpose of facilitating the dissemination of Korean animation in Korean TV market, by guaranteeing broadcast of Korean animation in the terrestrial TV. However, due to the change in media environment, terrestrial TV ratings have dropped down, and as TV stations have moved the animation time from 6:00 PM to 4:00 PM, which does not give any access to the school kids audience, Korean animation has lost its market franchise without any chance to be exposed to the animation audience. Many countries including Korea has the government’s Support Funds for broadcasting industry, focusing on facilitating the production and broadcast of high-quality programs in under-represented categories during peak viewing periods. While, the support funds of France, Canada and European Union are aggressively supporting the TV animation for the purpose of development of diverse cultural programs, Korean Broadcasting Development Fund (BDF) is relying on the support on Educational Broadcasting Station (EBS) for facilitating the children programming. This relying on EBS has resulted in an absence of children’s programming in terrestrial TV, which has made Korean children become the main audience group of not-for-children TV drama. To correct this problem of under-representation of children’s programming, it is highly needed that BDF should support the production and broadcast of animation programming. It would not only solve the problem of lack of TV exposure of Korean animation, but also it would contribute to the diverse development of high quality programming for variety of audience groups. As of 2009, BDF has the reserve fund available as large as 32.3% of total annual budget, for which the fund support for animation is an appropriate new stream from the BDF’s point of view.
